He's american/japanese.
I know A LOT of people will disagree with this interpretation but well... I don't really care. Naruto is seen as "different" in his village, so I thought a "different" japanese guy would be perfect. Wentz is known for having been bullied at school in Japan because he was blond.
Plus, he looks like he's always laughing because of his eyes and he's always saying he's a poor short dumbass with an english level close to zero. He was the best option for Naruto.
